The Communal Civil Security Reserve
Civil protection is everyone's business. If you'd like to make yourself useful, join the local civil protection reserve as a volunteer.
The French Civil Protection Modernization Act of August 13, 2004 emphasizes that civil protection is everyone's business. It recalls that while the State is the guarantor of civil protection at national level, local authorities play an essential role in informing and alerting the population, preventing risks, supporting crisis management, helping disaster victims and restoring the conditions necessary for normal life.
To assist municipal authorities in fulfilling these missions, the law enables communes to create a "Réserve Communale de Sécurité Civile", based on voluntary principles and placed under the authority of the mayor. The purpose of this civil security reserve is to act solely within the scope of municipal responsibilities, drawing on local solidarity. It is in no way intended to replace or compete with public emergency services. Similarly, its actions are complementary to and respectful of those of charitable, humanitarian and mutual aid associations.
What's it all about?
The communal civil protection reserve is there to support citizens, municipal officers, security forces, rescue services and law enforcement agencies in the event of natural disasters (floods, tsunamis, forest fires, etc.), industrial accidents or any other event requiring security mobilization.
The aim is to carry out the simplest missions, so that first-aiders, fire-fighters, police officers or the gendarmerie can concentrate on more complex tasks.
Recruitment
Tasks likely to be entrusted
- Reception of disaster victims in a regrouping center
- participation in alerting the population or evacuating a neighborhood
- help protect people and furniture in flood-prone areas
- monitoring vulnerable people during heatwaves and extreme cold weather
- surveillance of dykes, forests and waterways
- help with cleaning and restoring homes
- helping disaster victims with administrative formalities
- collecting and distributing donations for disaster relief.
Steps
Commitment
By signing your contract, for a period of 1 year renewable by tacit agreement, you commit yourself, within the limits of your available time and on a voluntary basis, to taking part in reserve training and activities.
Reservist activities are limited to a maximum of 15 working days per year. You will be contacted by the town hall. When your application is validated, you will be given a safety suit bearing the colors of Théoule and the Réserve Communale de Sécurité Civile.
