Social Assistance

The C.C.A.S. receives and prepares applications for social assistance. Applications are examined by the competent decision-making bodies (Département 06, Maison Départementales des Personnes Handicapées, Préfecture).

When an application for legal aid is accepted, the following services can be financed, subject to certain conditions of income, age and dependence:

This is a service provider created and managed by the CCAS of Théoule-sur-Mer declared under approval SAP260600598 with effect from 01/01/2012 and authorized on 01/06/2016.
Service authorized under the ASV law N°2015-1776 of December 28, 2015 and recognized by the Charte nationale qualité des services à la personne.

• Meal delivery

by directing towards :

• A retirement home or a home for the elderly (E.H.P.A.D.)
• Une résidence autonomie
• A home for the disabled
• A social reintegration center (CHRS)
• Integrated reception and orientation service (SIAO)

The "prestation de compensation du handicap" (disability compensation benefit) is a personalized aid to cover disability-related expenses. It is intended for people from birth to age 60. Its purpose is to finance :

• Helping people with the essentials of daily life
• Technical aids to compensate for limited activity
• Animal assistance to maintain or improve a person's autonomy
• Various aids (wheelchair repairs, hearing aids, medical bed repairs, etc.)

Une aide humaine de 3 heures par jour pendant 12 mois peut être accordée si vous rencontrez des difficultés telles que :

• Gérer votre stress face à l’imprévu
• Gérer les interactions sociales
• Planifier, organiser, gérer le temps d’activités pour des activités habituelles ou inhabituelles
• Effectuer de multiples tâches quotidiennes

Le plan d’aide est établi par l’équipe médico-sociale du Département 06.

The service only becomes effective once the funding bodies have notified us of their agreement to cover the costs, and an agent responsible for in-home follow-up visits the person to ensure that the service is set up, monitored and of high quality. He or she assesses whether the service meets actual needs.

The service includes a maximum number of hours per month, with a possible financial contribution. A free estimate will be provided, along with a service contract.

The nature of the intervention must comply with the assistance plan prescribed by the funding body, and be based on the recommendations of the assessors (description of tasks and missions to be accomplished: outings, household tasks and social support). The assistance tasks defined in the assistance plan can be carried out by several structures within the framework of a partnership and the mutual trust developed by coordinated action.

Domiciliation enables homeless people with a link to the commune to have an address where they can receive mail and access their civil, civic and social rights.

The Théoule-sur-Mer C.C.A.S. is available to all residents. It enables the most vulnerable to continue to live in their environment under the best possible conditions. The department, the mayor, the elected representatives and the members of the board of directors are committed to providing help, guidance and support at every stage of life.

OPTIONAL AIDS

L’aide facultative vise au soutien financier des personnes qui, par manque ou absence de ressources, connaissent des difficultés particulières d’accès à des besoins vitaux ou spécifiques.
L’aide facultative d’urgence est liée ou répond à la prise en compte des besoins vitaux et/ou urgent, et obéit à une procédure simplifiée et réactive.

Les aides facultatives sont accessibles à toute personne isolée et résidant sur la commune de Théoule-sur-Mer, sous conditions de ressources et selon le règlement d’aides sociales facultatives du CCAS de Théoule-sur-Mer.
Une évaluation sociale est effectuée par un travailleur social du CCAS et donne lieu à une validation en Conseil d’Administration.

Le Service de maintien à Domicile du C.C.A.S. intervient uniquement en mode prestataire, il intervient comme employeur direct des personnels à domicile, il propose du personnel formé et le rémunère. Il veille à la qualité des services rendus et aux relations avec la personne aidée et son entourage. Il est réservé en priorité aux retraités de 60 ans et plus, fragiles ou isolés, aux personnes de la commune, handicapées ou en perte d’autonomie temporaire et dont l’état de santé ne justifie pas une hospitalisation. La prestation de l’aide à domicile est strictement personnelle, et ne peut être utilisée par d’autres membres de la famille ou de l’entourage. 
Les principales prestations proposées aux bénéficiaires sont :

• Processing applications for social assistance coverage
• Home maintenance, excluding major repairs
• Shopping, meal preparation
• Laundry care (washing and ironing)
• Ensuring the person's physical and moral well-being

The cost of this service can be partially or fully covered by :

• The user's pension fund
• Department 06 (A.P.A., P.C.H., Aide Sociale)
• Mutual insurance companies, various insurance companies...
• CESU vouchers under certain conditions

The beneficiary of this service can obtain a tax reduction, and the C.C.A.S. is authorized to provide tax certificates.

Le service d’aide à domicile utilise la télégestion, permettant de badger chez le bénéficiaire au début et à la fin de chaque intervention.

Le C.C.A.S. offre la possibilité de bénéficier d’un service de portage de repas à domicile. Le portage des repas est effectué 5 jours sur 7, sauf week-end et jours fériés, à raison d’un repas chaud par jour.

• Days of operation: year-round, Monday to Friday, 10am to 1pm
• The delivery person's tasks: deliver hot meals to the recipient's home in his or her presence, and check hygiene conditions.
• Meal specifications: Meals are prepared by Théoule nursery school canteen staff in line with the nutritional, energy, calorie and hydration requirements of the elderly (GPEMDA), under the supervision of a nutritionist and the health authorities.

Les factures sont envoyées au bénéficiaire et doivent être réglées auprès de la régie de recettes « Régie de recettes unique Dons et Maintien à domicile CCAS ».

Le bénéficiaire peut régler sa facture selon les modes de paiement suivants :

• En numéraire
• Par chèques bancaires
• Par carte bancaire via Internet (TIPI)
• Par virement bancaire
• Par prélèvement automatique

Le règlement de la facture doit être effectué dans un délai de 30 jours suivant l’émission de la facture mensuelle à terme échu.
