Legal social assistance - coverage mechanisms
The C.C.A.S. receives and prepares applications for social assistance. Applications are examined by the competent decision-making bodies (Département 06, Maison Départementales des Personnes Handicapées, Préfecture).
When an application for legal aid is accepted, the following services can be financed, subject to certain conditions of income, age and dependence:
This is a service provider created and managed by the CCAS of Théoule-sur-Mer declared under approval SAP260600598 with effect from 01/01/2012 and authorized on 01/06/2016.
Service authorized under the ASV law N°2015-1776 of December 28, 2015 and recognized by the Charte nationale qualité des services à la personne.

Obligatory services and recovery.
The "prestation de compensation du handicap" (disability compensation benefit) is a personalized aid to cover disability-related expenses. It is intended for people from birth to age 60. Its purpose is to finance :
- Helping people with the essentials of daily life
- Technical aids to compensate for limited activity
- Animal assistance to maintain or improve a person's autonomy
- Various aids (wheelchair repairs, hearing aids, medical bed repairs, etc.)
The assistance plan is drawn up by the Department 06 medical-social team.
Benefit not subject to obligation or recovery.
The service only becomes effective once the funding bodies have notified us of their agreement to cover the costs, and an agent responsible for in-home follow-up visits the person to ensure that the service is set up, monitored and of high quality. He or she assesses whether the service meets actual needs.
The service includes a maximum number of hours per month, with a possible financial contribution. A free estimate will be provided, along with a service contract.
The nature of the intervention must comply with the assistance plan prescribed by the funding body, and be based on the recommendations of the assessors (description of tasks and missions to be accomplished: outings, household tasks and social support). The assistance tasks defined in the assistance plan can be carried out by several structures within the framework of a partnership and the mutual trust developed by coordinated action.
Domiciliation enables homeless people with a link to the commune to have an address where they can receive mail and access their civil, civic and social rights.
Optional social assistance and social policy
The Théoule-sur-Mer C.C.A.S. is available to all residents. It enables the most vulnerable to continue to live in their environment under the best possible conditions. The department, the mayor, the elected representatives and the members of the board of directors are committed to providing help, guidance and support at every stage of life.
OPTIONAL AIDS
Optional assistance aims to provide financial support to people who, due to a lack or absence of resources, are experiencing particular difficulties in accessing vital or specific needs.
Optional emergency assistance is linked to, or responds to, vital and/or urgent needs, and follows a simplified, reactive procedure.
Optional social assistance is available to any single person living in the commune of Théoule-sur-Mer, on a means-tested basis and in accordance with the CCAS optional social assistance regulations.
A social assessment is carried out by a CCAS social worker, and the case is referred to the optional social assistance committee.
The C.C.A.S. Service de maintien à Domicile operates solely on a service-provider basis, acting as a direct employer of homecare staff, providing and paying for trained personnel. It ensures the quality of services rendered and relations with the person being cared for and their family and friends. Priority is given to retired people aged 60 and over who are frail or isolated, and to people from the commune who are disabled or have a temporary loss of autonomy, and whose state of health does not justify hospitalization.
The main services offered to beneficiaries are
- Processing applications for social assistance coverage
- Home maintenance, excluding major repairs
- Shopping, meal preparation
- Laundry care (washing and ironing)
- Ensuring the person's physical and moral well-being
The cost of this service can be partially or fully covered by :
- The user's pension fund
- Department 06 (A.P.A., P.C.H., Aide Sociale)
- Mutual insurance companies, various insurance companies...
- CESU vouchers under certain conditions
The beneficiary of this service can obtain a tax reduction, and the C.C.A.S. is authorized to provide tax certificates.

The C.C.A.S. offers a home delivery service for meals. Meals are delivered 5 days a week, with one hot meal a day.
- Days of operation: year-round, Monday to Friday, 10am to 1pm
- The delivery person's tasks: deliver hot meals to the recipient's home in his or her presence, and check hygiene conditions.
- Meal specifications: Meals are prepared by Théoule nursery school canteen staff in line with the nutritional, energy, calorie and hydration requirements of the elderly (GPEMDA), under the supervision of a nutritionist and the health authorities.
Beneficiaries sign home-help intervention sheets, which provide proof of the service's effectiveness and lead to the corresponding invoicing.
At the end of the month, depending on the number of hours worked or the number of meals delivered, the C.C.A.S. will invoice the beneficiary for the amount of the service not covered by a funding body (pension fund, Département 06, etc.), in accordance with the estimate drawn up by the service. Payments should be made to the Trésor Public.
